A test pilot takes over an Air Force that must rebuild its strength. Inside his four letter plan

On 1 November the Air Force's 29th chief set out his vision in four letters, and the first one contains an admission: combat strength has to be restored to the level the government approved. Who he is, why that word matters, and what VAYU asks for.

One word worth reading twice

A new chief's first message is chosen with care. On 1 November 2026, after paying homage at the National War Memorial, Air Chief Marshal Ashutosh Dixit set out his vision for the Indian Air Force in four letters: VAYU, the word for wind.3

The first letter stands for vigilance, victory and readiness. The Air Force said that means keeping the highest operational preparedness while restoring combat strength to sanctioned levels.3

Restoring. You only restore what you have lost.

Sanctioned strength is the size the government has approved for the force. Think of it as the number of seats in a classroom. The new chief's plan says some of those seats need filling. It does not say how many.3

Who is the man asked to fill them?

The government named him the 29th chief on 6 October. Born on 9 December 1966, he was commissioned as a fighter pilot on 6 December 1986, and studied at the National Defence Academy, the Defence Services Command and Staff College in Bangladesh and the National Defence College.1

He is an experimental test pilot, the kind of pilot who flies new or modified aircraft to find their limits, and a flying instructor, with more than 3,500 hours on the Mirage-2000, MiG variants, Kiran, Jaguar, IL-78, Hawk and Tejas.1

The Air Force credits him with finalising the Jaguar and MiG-27 upgrades and completing the clearance work that took India's home built Tejas fighter into service.12

He has commanded a Mirage-2000 squadron and Air Force Station Bidar, a training base, and as Deputy Chief of the Air Staff worked on capability development and buying.2

The Operation Sindoor years

He commanded Central Air Command, then served as Chief of Integrated Defence Staff during Operation Sindoor. That post sits where the three services plan together. The government's notice lists Op Sindoor among his operations.12

He follows Air Chief Marshal AP Singh, who retired on 31 October after 42 years. Singh was also an experimental test pilot who oversaw flight testing of Tejas. For the second time running, the Air Force is led by a test pilot who worked on its home built fighter.245

What do the other three letters ask for?

A is for Aatmanirbharta: faster Indian made platforms, sensors and weapons. Y is for Yukti, or ingenuity: AI enabled command and control, counter drone capability and new domains. U is Unity of effort: working closer with the Army, the Navy and national agencies.3

Five days before he took office, the Defence Acquisition Council had approved Air Force helicopters, air defence systems, weapons and a weather radar for forward bases.6

What could still go wrong?

The vision names the gap but gives no number and no deadline. New aircraft take years to arrive after approval, so the size of the gap and the date to close it are the two facts that will judge the first letter of VAYU.3

Watch for those figures when the Air Force speaks to Parliament.3

What to watch next

  • How far below sanctioned strength the Air Force is, and the timeline it gives Parliament to restore it.
  • Progress on the Air Force items approved on 26 October 2026.
  • Joint structures with the Army and Navy, the U of VAYU.
